As Milton Township Supervisor, Elizabeth “Buffy” Higgins-Beard is dedicated to transparent communication, wise stewardship of tax dollars, and strategically serving the residents of Milton Township. Her primary role is to
manage the daily operations of the Township, building upon our heritage of service to residents. She also serves as the CFO of the entire Township.

Supervisor Higgins-Beard is an experienced leader of local, regional, and national nonprofits. She is a 40+ year DuPage County resident who grew up in Naperville and has resided in Wheaton for over 20 years while raising her family.

Professional Background. Supervisor Higgins-Beard has a 25+ year career of helping others, leading teams to bring about change for families.  She has experience managing large budgets and facilities as well as bringing individuals, departments, and organizations together to tackle seemingly intractable problems. Whether in Chicago’s underserved areas, at a DuPage-wide nonprofit People’s Resource Center, or most recently as the immediate past CEO at a new national office of The Duke of Edinburgh’s International Award USA, she offers strategic leadership grounded in needs-based assessment, optimism, and movement towards an innovative vision of what can be.

Community Involvement. As a community volunteer, Buffy has offered leadership to Drake University National Alumni & Chapter Boards, Girl Scouts, Scouting America Three Fires & Pathway to Adventure Councils, Northwestern’s IRB at CDH & Alliance for Research in Chicagoland Communities, Unitarian Universalist Society of Geneva, DuPage Foundation’s Arts DuPage, and United Way’s Neighborhood Network led by WEGO.

Education: Supervisor Higgins-Beard is a current Fellow at the University of Chicago in the Leadership and Society Initiative. She holds a Master’s of Public Health from the University of Michigan and a Bachelor’s of Arts and Sciences from Drake University.

Elizabeth “Buffy” Higgins-Beard was elected to a four-year term as Milton Township Supervisor in May 2025.
